OPEC and non-OPEC Participating Countries reaffirmed their long-standing commitment under the Declaration of Cooperation (DoC) to support a stable and balanced global oil market. The matter was stressed upon during the 40th OPEC and Non-OPEC Ministerial Meeting, ONOMM held virtually.

 

Joining the meeting was Yang  Berhormat  Pehin  Datu  Lailaraja  Retired Major General Dato  Paduka  Seri  Haji  Awang  Halbi bin  Haji  Mohd Yussof, Minister at the Prime Minister's Office and Second Minister of Defence. Also joining was Dato Seri Paduka Awang Haji Muhammad Azmi bin Haji Mohd Hanifah, Deputy Minister for Energy at the Prime Minister's Office. The meeting reiterated the continuity of existing crude oil production levels until the end of 2026 and strengthened the role of the Joint Ministerial Monitoring Committee in closely overseeing market conditions and participating countries' conformity.

 

The session also endorsed the newly developed mechanism for assessing maximum sustainable production capacity, which will serve as the basis for the 2027 production baselines. Participants further reaffirmed the Charter of Cooperation, CoC and requested the OPEC Secretariat to translate it into concrete programmes ahead of the next Ministerial Meeting.

 

Brunei Darussalam's participation reflects its continued support for collaborative efforts aimed at ensuring stability, transparency, and long-term sustainability in the global energy market. The countries participating in the Declaration of Cooperation, D-o-C also agreed to extend the level of overall crude oil production for OPEC and non-OPEC Participating Countries as agreed in the 35th OPEC and non-OPEC Ministerial Meeting until 31st of December 2026. The 41st ONOMM is scheduled to take place on 7th of June 2026 in Vienna, Austria.
